Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to:
a.On the worksite, in the stockhouse, the employer did not furnish a
workplace which was free from
hazards that the employer recognized that were causing or likely to cause
death or serious physical
harm to employees in that employees were exposed to struck by hazards from
the torch cutting of
scrap steel from coiled rolls.
On or about February 12, 2006,  an employee was using an oxygen acetylene
torch to cut a
piece of scrap steel from a coiled steel roll, and was fatally injured
when it released, struck,
and crushed him.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to:
Review and follow the employer's JSA # SH05 titled "Cutting Long Scrap to
Charging
Size"
for cutting scrap steel.
