Section 5(a)1 of the Occupational Safety and Health Act of 1970:
The employer did not furnish to each of his employees employment and a
place of employment
which were free from recognized hazards that were causing or likely to
cause death or serious
physical harm to employees in that employees were exposed to:
On or about 4/19/06, an employee outside the building on the north side
was exposed to being
struck by a scissor lift because the employer did not secure the vehicle
to prevent the machine
from rolling.  There were two instances of this:
a.  The employer did not chock the wheels of the scissor lift to prevent
the machine from
rolling, as indicated in the Genie Operator's manual for GS-1530 and
GS-1930.
b.  The employer did not secure the winch line to the scissor lift as
indicated in the Genie
Operator's manual for GS-1530 and GS-1930.
Among other methods, one feasible abatement method to correct the hazard
is
to secure the
machine during loading/unloading and transport, to prevent uncontrolled
movement.

REQUIRED FOR THIS VIOLATION.
