collapse on two occasions after explosions weakened but failed to bring the
chimney structure down.
ABATEMENT NOTE: Among other methods, one feasible and acceptable method of
abatement
would be not to allow employees to enter the zone of potential collapse
before a competent
person evaluates the structure for structural stability and collapse
potential.
