were causing or likely to cause death or serious physical harm to

were exposed to the hazard of being struck by cylinders:
a.Outdoor Storage Area - Employees were exposed to the hazard of being
struck
by a cylinder in the event that a cylinder fell over and ruptured the
valve.
Cylinders were not properly stored and valve protection caps were not in
place
where cylinders were designed to accept a cap.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable means of
abatement
would be to ensure that all cylinders are safely stored and those that are
designed to accept a cap
have been capped, as described in the Compressed Gas Association Pamphlet
P-1 2006,
paragraphs 5.4 and 5.7.4.aphs
