General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck, dragged or crushed by the chassis being conveyed by the transfer line (tow conveyor): a) Transfer line for the G Line, Station 6 -- employees working on the chassis are exposed to being struck, dragged, or crushed by the chassis when the conveyor is started, on or about 3/13/07 and 4/4/07. One feasible and acceptable abatement method, among others, to correct this hazard is to follow the requirements of ASME B20.1-2006, "Safety Standards for Conveyors and Related Equipment." Specifically, the employer should ensure compliance with section 5.11.2(b) of this standard, which requires the employer to ensure that a conveyor which would cause injury when started shall not be started until personnel in the area are alerted by a signal or designated person that the conveyor is about to start. OSHA observed during the inspection that the signaling system in place does not provide employees with adequate warning that the conveyor is about to start. Pursuant to 29 CFR 1903.19(c) and (d), the employer must provide documentation that this violation has been abated within 10 calendar days of the abatement date.
