Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to potential fire and explosion hazards: Department 189, Sandblasting/Polishing: The dust collection system provided on the aluminum buffing machine was improper. The hood was designed with dead-end space not served by the dust collection system, fugitive dust was allowed to fall into a pan located below the buffing wheel, rubber/plastic duct was attached to the collection hood which was not smooth and could not be grounded. The wet type dust collector was not vented to the outside. Among other methods, one feasible and acceptable abatement method to correct this hazard is: Install the dust collection system in accordance with National Fire Protection Association (NFPA) Standard 484 Combustible Metals, Metal Powders and Metal Dusts. A.Ensure that all dust generated by the buffing operation is collected into the dust collection system. B.Redesign the hood to eliminate dead spaces that are not served by the dust collection system to reduce/eliminate settled dust. C.Replace any plastic/rubber components of the dust collection system ductwork with conductive, smooth piping. Ensure that all components are properly grounded. D.Properly vent the wet dust collector to the outside. Specific Abatement Documentation is Required
