North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:  The
employer did not furnish to each of his employees  conditions of
employment and a place of employment free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees, in
that employees were exposed to struck by hazards:
a)establishment, parking lot -  where employee(s) working in the road
without temporary
traffic control devices such as, but not limited to, cones and signs were
exposed to
vehicle traffic.
Abatement Note:
One feasible and acceptable abate method, among others, to correct this
hazard is to install high visibility cones
and traffic signs to alter vehicle traffic away from the work area.

Section 6F.01: Traffic control devices
shall be defined as all signs, signals, markings, and other devices use to
regulate,
warn, or guide road users,
placed on, over, or adjacent to a street, highway, pedestrian facility, or

or official having jurisdiction. All traffic control devices used on
street and highway construction, maintenance,
utility, or incident management operations shall conform to the applicable
provisions of this manual.]

that employees were exposed to fall hazards:
a)establishment, parking lot -  where employee(s) were exposed to fall
hazards while
working in the tree branches of "Crepe Myrtle" trees without fall
restraint.
Abatement Note:
One feasible and acceptable abate method, among others, to correct this
hazard
is to required employees to
work from ladders or an aerial lift.
