Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees who were exposed to the
hazards of falling loads.
At the Disk and Wheel Lines, employees used unapproved below the hook
lifting devices while moving wheels
or wheel parts including disks and rims.  The below the hook lifting
devices were not load rating tested, not
marked with the manufacturer's name or serial number, nor marked with a
maximum load rating.  The
devices included hooks, clamps, and disk lifters at the different hoist
work stations.
A feasible abatement method is to follow the American National Standards
ASME B30.20-2006, Below the
Hook Lifting Devices, Safety Standards for Cableways, Cranes, Derricks,
Hoists, Hooks, Jacks, and Slings.
This would include following the requirements in Section 20-1.2 Marking,
Construction and Installation and
Section 20-1.3 Inspection, Testing and Maintenance as applicable.
