a) BLOW MOLD AREA; REGRIND COLLECTION EQUIPMENT; FLEXIBLE HOSES
USED FOR TRANSFERRING REGROUND PLASTICS BETWEEN EQUIPMENT WERE
NOT CONDUCTIVE, BONDED AND GROUNDED TO MINIMIZE GENERATION AND
ACCUMULATION OF STATIC ELECTRICITY.
b) BLOW MOLD AREA; REGRIND COLLECTION EQUIPMENT; THE NYLON DUST
FILTER SOCK ON TOP OF THE CYCLONE SEPARATOR SERVICING THE NELMORE
GRINDER DID NOT HAVE PROVISIONS FOR A GROUNDING/BONDING STRAP TO
MINIMIZE THE GENERATION AND ACCUMULATION OF STATIC ELECTRICITY.
c) GRINDING AREA: THE RUWAC PNEUMATIC VACUUM(S) IN USE IN THE
GRINDING AND OTHER AREAS OF THE PLANT FOR THE COLLECTION OF
COMBUSTIBLE DUSTS WERE NOT EQUIPPED WITH THE PROPER SAFEGUARDS TO
MINIMIZE THE RISK OF IGNITION OF COMBUSTIBLE DUSTS.
d) THE SPENCER CENTRAL VACUUM SYSTEM; THE CENTRAL VACUUM SYSTEMS
EXPLOSION RELIEF PANEL WAS NOT VENTED TO A SAFE LOCATION OUTSIDE OF
THE BUILDING.
AMONG OTHER METHODS, FEASIBLE ABATEMENT METHODS TO CORRECT THESE
HAZARDS WOULD BE TO ENSURE EQUIPMENT INSTALLATIONS USED IN THE
MANUFACTURING, PROCESSING AND HANDLING OF COMBUSTIBLE PARTICULATE
SOLIDS ARE DESIGNED, INSTALLED AND PROTECTED WITH SAFEGUARDS TO
PREVENT FIRE AND EXPLOSIONS.
EXAMPLES SPECIFIC TO THE HAZARDS IDENTIFIED IN a) & b) ABOVE INCLUDE;
INSTALLATION OF CONDUCTIVE TRANSFER HOSES ON THE REGRIND EQUIPMENT,
ENSURING THAT THE NELMORE GRINDERS CYCLONE'S NYLON DUST FILTER
(SOCK) IS A TYPE THAT HAS PROVISIONS FOR GROUNDING AND BONDING.
INSTANCE c) ENSURE ALL VACUUMS USED FOR THE COLLECTION OF
COMBUSTIBLE DUSTS HAVE SAFEGUARDING TO PREVENT IGNITION OF
COMBUSTIBLE DUSTS,
INSTANCE d) INSTALL THE NECESSARY DUCTWORK TO VENT THE EXPLOSION
RELIEF PANELS TO A SAFE LOCATION OUTSIDE THE BUILDING.
EXAMPLES   SUCH AS BUT NOT LIMITED TO   IN ACCORDANCE WITH
APPROPRIATE SAFEGUARDS TO PREVENT THE DO NOT CREATE UNNECESSARY
