recognized hazards that
were causing or likely to cause death or serious physical harm in that
employees were exposed
to the hazards of dust explosions, deflagration,and/or other fire hazards
from its dust collection
systems.
a).  Base Cell Area:  The Base Cell high-volume dust collector was located
inside the building
and was otherwise lacking in explosion/deflagration/fire protective
devices.
b).  The high-volume fabric dust collector for the Main Blower system was
located inside the
building and was otherwise lacking in explosion/deflagration/fire
protective devices.
c).  The Costa Sander Enclosureless Dust Collector was located inside the
building directly
adjacent to the operator's station and 11 feet from the main aisle leading
to
the Breakroom
Emergency Exit.
Potential ignition sources include sparks from electrical equipment &/or
failures, sparks from
tramp metal, static sparks, mechanical failures, and/or overheating of
parts.
Abatement Note:
Among other methods, one feasible and acceptable abatement method to
correct these hazards
is to implement the protective measures (prospective and retroactive) set
forth in the National
Fire Protection Agency Standard for the Prevention of Fires and Explosions
in Wood Processing
and Woodworking Facilities, NFPA 664 (2007 edition), such as: relocating
the high-volume dust
collectors to locations outside the building and equipping them with spark
detection, fire
suppression, explosion isolation, and/or deflagration venting;  and moving
the enclosureless dust
collector to a location outside the building or locating it at least 20
feet from any work area and
means of egress.
