Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards associated with a Manually Propelled Mobile Ladder Stand which was not equipped with a braking system: Location: Dipping Area The employer did not ensure that the 5 step Manually Propelled Mobile Ladder Stand was equipped with a brake system, thereby exposing employees to a 5 foot fall hazard. Feasible abatement methods include but are not limited to the following: 1. Ensure the 5 step Manually Propelled Mobile Ladder Stand is properly maintained with the braking system, in accordance with ANSI A92.1-1971 corrected June 1974, (American National Standard for Manually Propelled Mobile Ladder Stands and Scaffolds (Towers)). 2. When braking system is broken or not available remove Manually Propelled Mobile Ladder Stand from use.
