Section 5(a)(1) of the Occupational Safety & Health Act of 1970:  The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees, in
that, employees were
exposed to the hazards of being struck by strut springs being released
from the Branick Strut
Spring Compressor:  a) On 11/28/07, one employee was struck in the head by
a spring released
from the Branick strut spring compressor that was missing rubber hook
pads, had six visibly
worn hooks, and was used without a spring clamp.
A feasible and useful method to correct this hazard, among other methods:
1. Institute a
preventive maintenance program according to the manufacturer's
specifications. 2. Provide
training to employees on the hazards of operating the Strut Spring
compressor and the methods
to control or eliminate those hazards including but not limited to
following instructions in the
compressor operator's manual. 3.  Schedule and complete periodic and
annual
inspections.
