Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazards of jet blast.
On or about 12/21/07, employees working at the UPS Philadelphia Hub
facility located
on 1 Hog Island Road, Philadelphia, PA, were exposed to jet blast from a
UPS 747
aircraft while they were inside their van which was parked in front of the
maintenance
building. ATI did not take  adequate precautions to protect its employees
from the
hazards of jet blast.
Feasible and acceptable abatement methods include a combination of the
following:
a) Have alternative parking area for the maintenance truck away from the
hazards of jet
blast.
b) Ensure contracting airline, installs engineering controls such as jet
blast deflectors to
protect the employees.
c) Ensure contracting airline,UPS, provides a safe location to wait for
aircraft arrival and
establishes a notification system to inform personnel when an aircraft is
about to enter
the taxi zone, or start the engines.
d) Ensure the contracting airline engages in safe working practices such
as to cease the
parking of large aircraft at locations where it places personnel in the
jet blast hazard
zone.
e) Ensure the contracting airline ceases the practice of having aircrafts
powering in and
out of the aircraft parking spaces in favor of towing or pushing aircrafts
in and out to a
location where employees are free from the effects of jet blast.
f) Ensure contracting airline provides training on safety issues and
regulations while ATI
personnel are working on the contracting airline's premises.
