Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to struck by hazards in that:
(a)On or about March 3, 2007, two employees were exposed to being struck
by the parts
from an exploding aircraft-type tire using a multi-piece rim wheel with a
bolt-together
configuration, during its removal from a trailer while the tire was still
pressurized.
Among other feasible and acceptable methods for correcting these hazards,
one acceptable
method would be to follow the guidelines for multi-piece rim wheels, as
outlined in 29 CFR
1910.177, to include:  completely deflating the tire before removing the
rim wheel from the
axle; not inflating a tire that is on the vehicle if it has less than 80
of
the recommended
pressure; inflating tires outside of a restraining device only to a
pressure sufficient to properly
seat the tube inside the casing; whenever wheels are being handled,
employees shall stay out of
the trajectory; and no heat shall be applied to the wheel or wheel
component.;
