Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm, including
severe burns, in that
employees were exposed to dust explosions, deflagration, or other fire
hazards from dust
collectors being located inside a building and lacking explosion
protection systems.
a)  Oil Room - Oil Room:  The dust collector in this room collects
combustible dust from a
process on the mezzanine area in the Extrusion Room.  This collector was a
Dustex, Model
CJU-510, Serial #9623012.  Employees will occasional enter this room to
service the equipment
along with the dust collector.  This equipment is also adjacent to a room
where employees
operate machinery.  This collector was not equipped with any explosion
relief.  There was also
no isolation methods engineered into the ventilation ducts allowing a
potential
explosion to
propagate back into the Extrusion Room.
b)  NP Room -  The dust collector in this room collects combustible dust
from processes that
are mixing and producing sweet ingredients used for candy or baking
ingredients.  There were
no manufacturer's name plates on the equipment.  This collector was not
equipped with any
explosion relief.  There was also no isolation methods engineered into the
ventilation ducts
allowing a potential explosion to propagate back through the duct work to
the machinery in the
area.
c)  Color Room - The dust collector in this room collects combustible dust
from processes that
are mixing and producing sweet ingredients used for candy or baking
ingredients.  There were
no manufacturer's name plates on the equipment.  This collector was not
equipped with any
explosion relief.  There was also no isolation methods engineered into the
ventilation ducts
allowing a potential explosion to propagate back into the work area.
d)  Color Room - The second collector was a Torit Dust Collector, Model
TD-2300-255, Serial
#6763.  The collector is used to control combustible dust levels in the
room.  The system
currently services 10 different pieces of machinery.  This collector was
not equipped with any
explosion relief.  There was also no isolation methods engineered into the
ventilation ducts
allowing a potential explosion to propagate back into the work area.
e)  Tablet Room - The dust collector used for this room is located outside
the room on the
opposite side of adjacent wall.  The collector is used to collect
combustible dust used in the
candy and baking ingredients manufacturing process.  The Dust Hog, Model
FJH16-4, Serial
#60010541 is manufactured by United Air Specialist..  This collector was
not equipped with any
explosion relief.  There was also no isolation methods engineered into the
ventilation ducts
allowing a potential explosion to propagate back into the adjacent work
room.
f)  Crunch Room - The dust collector in this room is used to control dusty
processes from
operations where employees are making candy and baking products.  The Dust
Hog, Model
FJH16-4-H, Serial #3726 is manufacturer by United Air Specialist.  This
collector was not
equipped with any explosion relief.  There was also no isolation methods
engineered into the
ventilation ducts allowing a potential explosion to propagate back into
the work area.
g)  CA Room - The dust collector in this room is used to collect
combustible dust from
operations where employees are making candy and baking products that
contain peanuts.  The
Dust Hog, Model FJH16-4-H, Serial #3727 is manufactured by United Air
Specialist. This
collector was not equipped with any explosion relief.  There was also no
isolation methods
engineered into the ventilation ducts allowing a potential explosion to
propagate back into the
work area.
Abatement Note:  Among other methods, one feasible and acceptable
abatement method to
correct this hazard is:
Relocate dust collectors outside the facility or install engineering
controls such as suppression,
inerting, and/or explosion venting to the outside in accordance with the
requirements of the
National Fire Protection Association's (NFPA) Standard 61, "Prevention of
Fires and Dust
Explosions in Agricultural and Food Processing Facilities", and NFPA 69,
"Standard of
Explosion Prevention Systems", and NFPA 68, "Guide for Venting
Deflagrations".
Abatement documentation is required for this item in accordance with the
requirements of 29
CFR 1903.19(d).
