Section 5(a)(1) of the Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the potential hazard of exposure to high concentrations of anhydrous ammonia from pressure safety relief valves: a.)On or about January 27, 2009, and at times prior thereto, the discharge from the pressure safety relief valves from the anhydrous ammonia refrigeration system was not piped to the outdoor atmosphere to a safe location as follows: 1)The discharge from the anhydrous ammonia compressor was within 66 inches above ground level. 2)The discharge from the anhydrous ammonia low pressure receiver was at 72 inches above ground level. 3)The discharge from the anhydrous ammonia high pressure receiver was inside not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the potential hazard of exposure to high concentrations of anhydrous ammonia from pressure safety relief valves: a.)On or about January 27, 2009, and at times prior thereto, the discharge from the pressure safety relief valves from the anhydrous ammonia refrigeration system was not piped to the outdoor atmosphere to a safe location as follows: 1)The discharge from the anhydrous ammonia compressor was within 66 inches above ground level. 2)The discharge from the anhydrous ammonia low pressure receiver was at 72 inches above ground level. 3)The discharge from the anhydrous ammonia high pressure receiver was inside the compressor room. Among other methods, one feasible and acceptable abatement method to correct this hazard is to ensure that the discharge from the pressure-relief devices to the atmosphere is not less than 15 feet above the adjacent ground level and to prevent spraying of refrigerant on persons in the vicinity in accordance with the American National Standards Institute (ANSI) and International Institute of Ammonia Refrigeration (IIAR) 2-1999 Section 7.3.2 and the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE)/ANSI 15-2004 Section 9.7.8 and 9.7.8.2(a). Note: Abatement certification IS required for this item
