What this inspection record means

OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Opening or conducting an inspection is not itself an allegation or a finding that this employer broke any rule; any findings appear as the citations listed below, and citations can be contested, reduced, or withdrawn.

Section 5(a)1 of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to fire and explosion hazards:
Employees working drilling rig #1 at SEC 7, TWP 30, SR 7 in Spivey, Kansas
were
exposed to fire and explosion hazards in that the auxiliary escape line
was not set up for
employees to quickly evacuate the derrick platform in the event of an
emergency.
Among other methods, one feasible and acceptable method to correct this
hazard is to install the
auxiliary escape line route. The employer should use a specially rigged
and securely anchored
escape line attached to the derrick or mast so as to provide a ready and
convenient means of
escape for the derrickman's working platform as referred in paragraph
6.10.1 of API RP 54,
Recommended Practice for Occupational Safety for Oil and Gas Well Drilling
and Servicing
Operations, 1999 edition.
29 CFR 1903.19(c)(1) requires certification that the abatement of the
above violation is
completed.
