Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a shock hazard: a) Schildt 259 1H Drilling Site/Skyline Road, Millerton, PA/Rig #1: The rig substructure, derrick, mast, and other equipment (Rig Diesel Generator, Water Trip Tank Motor, Top Drive Power Unit Motor, Fuel Storage Tank) was not grounded to prevent accumulation of a static charge, exposing employees to possible shock hazards, on or about 07/24/09. Among others, one feasible and acceptable method to abate this hazard is to follow American Petroleum Institute (API) Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations #54, Third Edition, August 1999, Page #9,Section #6 - Operations, 6.1.16 which states: "The rig substructure, derrick, mast and other equipment as appropriate, shall be grounded to prevent accumulation of a static charge". ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED
