Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

At the plant, on June 1, 2009, and at times prior thereto, employees were
exposed to fall
hazards of 6-10 feet above ground level in the cooker area.  The employer
did not ensure the
suitability of the fall protection system in use while employees performed
maintenance activities.
Among other methods, a feasible means of abatement would be the
installation of effective fixed
fall protection systems in the cooker area, and to ensure the use of a
fall protection system at
all times when employees are exposed to falls greater than four feet.
