Section 5(a)1 of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to fire and explosion hazards:
a)Employees working in the abrasive blasting area were exposed to fire and
explosion hazards in that Amasteel shot abrasive blast dust collector was
located
inside the building.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is install the dust collector for the Amasteel shot abrasive
blaster
outside.  NFPA 484 Chapter 12, section 12.2.1.4.  "Dry type dust
collectors shall
be located outside of buildings".
b)Employees working in the abrasive blasting area were exposed to fire and
explosion hazards in that the abrasive blaster, the ducting, and the dust
collector
were not bonded and grounded.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is to ground the abrasive blaster and the dust collector and
to bond
these to the duct work connecting them.   NFPA 484, Chapter 12, section
12.2.10.2.  "Dry type dust collectors shall be fabricated of conductive
material
and grounded and bonded."
29 CFR 1903.19(d)(1) requires certification and documentation that the
abatement of the
above violation is completed.
