Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by hazard due to failure to secure pressurized lines to prevent displacement: On February 3, 2009, and at times prior thereto, at the Curtis Foester #2-Rig #16, the flare line was not secured to an adequate anchorage point. Among other methods, one feasible and acceptable abatement of this hazard would be to: Require pressurized lines be securely anchored to prevent movement when pressure surges occur as referenced on American Petroleum Institute Recommended Practice 54, 1999, Reaffirmed, March 2007.
