Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment which is free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by hazards while placing traffic counters in a roadway. The employer did not ensure that the employees who were working in the roadway placing traffic counters were protected from vehicular traffic. Employees performing the traffic counter placement were exposed to struck-by hazards from vehicular traffic. Among other methods, one feasible and acceptable method of abatement would be to follow Chapter 6, Temporary Traffic Control, outlined in the Manual on Uniformed Traffic Control Devices 2009 Edition, consisting of but not limited to, an appropriate traffic control plan, appropriate traffic control zone, and appropriate high visibly clothing. ***Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d)***
