29 CFR 1926.453(b)(2)(vi): Boom and basket load limits specified by the manufacturer were exceeded: (a)Sturgeon Electric Company, Inc. at 5005 W. 120th Ave., Broomfield, CO 80020: On or before January 15, 2010, the exposing employer exceeded the bucket load limits of the Terex Telelect Hi-Ranger 5FC-55 articulating aerial device in two instances: 1)The manufacturer specified load limit for the bucket and boom was 550 pounds. The weight of the two men in the elevated bucket, the bucket liner, and tools, equaled 579 pounds. In addition, the boom was used to raise and lower two All Aluminum Conductor (AAC) 795 conductors, which weighed a minimum of 154 pounds each. When combined with the weight of the employees, bucket liner and tools, the total weight exceeded the bucket and boom load limit of 550 pounds by at least 183 pounds or 33 percent. While employees were in the process of removing deenergized conductors, the upper boom collapsed. 2)Earlier in the morning, two different crew members used the bucket to raise and lower the AAC 795 conductors. The weight of the two men in the elevated bucket, the bucket liner, and tools, equaled 482 pounds. Each conductor was estimated to weigh a minimum of 154 pounds. The total weight exceeded the bucket load limit of 550 pounds by at least 86 pounds, or 15 percent. Note: The overloading of the bucket off-center also created a bucket tipping hazard, with the potential for ejection of the occupants. Abatement Note: Abatement certification and documentation are required for this item (see enclosed "Sample Abatement-Certification Letter").
