Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were not protected from oncoming motorists while working in the middle of a two-lane residential road: JOB SITE: 2702 Indiana Avenue, St. Louis, MO 63118, the employer failed to provide proper traffic control signs to alert motorists of lane restrictions. Workers were exposed to a struck-by hazard. One method of abatement to correct this hazard is to refer to the Manual of Uniform Traffic Control Device, Edition 2009, page558, Section 6C.10, One Lane, Two-Way Traffic Control Standard: "Except as provided in Paragraph 5, when traffic in both directions must use a single lane for a limited distance, movement from each end shall be coordinated." Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citation(s).n
