What this inspection record means

OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Opening or conducting an inspection is not itself an allegation or a finding that this employer broke any rule; any findings appear as the citations listed below, and citations can be contested, reduced, or withdrawn.

Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:
estaban expuestos
a:
At United Parcel Service Of Cincinnati Inc dba UPS, located in Carolina,
employees were
exposed to musculoskeletal disorders (MSDs) such as: lower back pain, knee
pain, ankle pain
and swelling of the feet after work shift, when they worked standing
and/or walking on a metal
floor grates located in the Pre-loader Clearance Center and International
Extended
Belt area.
It was documented that employees worked on the metal grate surface on an
average of 5 days,
5 to 6 hours daily in constant movement, picking up packages from the
containers and placing
them on the conveyor belt and then to the respective vehicles, for its
final destination. Each plate
"metal grating floor" is 10' x 3' and the thickness of the steel is 3/16.
The distance covered by
the metal floor in the area of Pre-Load and Clearance Center is
approximately 450 feet. The
measure of the holes in the metal grating floor is 1" x 3"(see technical
information). Due to the
design and layout of the metal floor grates, there is an increased contact
stress on the feet of the
employees as a result of direct mechanical compression caused by edges of
metal grate stripes
acting like knife edges thus increasing the force applied to the foot
sole. It was observed during
inspection that employees worked using regular shoes (sneakers) when
performing the job-
specific package/parcel handling tasks.
Hazard: Employees working on metal grate surface, which due to the design
and layout, there
is an increased contact stress on the employees feet.
Method to abate the hazard:
1.Consider installing plywood (or wooden planks laid out close to each
other) over the
metal grades with appropriate matting placed on top of the new flooring
surface. The proposed
design and layout of the new flooring surface can reduce pressure on the
feet of the employees
consequently reducing the risk and preventing potential MSDs in the
workplace primarily
including MSDs of the back and low back pain as well as lower extremity
musculoskeletal
problems.
2.Consider providing proper shoe in-soles to the employees as performance
of the job-
specific package/parcel handling and sorting tasks requires prolonged
standing and/or walking
on hard floors. The proposed strategy may help reduce the risk and prevent
potential
MSDs of
the back and low back pain as well as lower extremity musculoskeletal
problems in the
workplace.
3.Consider exploring opportunities to rotate the employees through other
tasks regularly
performed in the facility that do not involve prolonged standing and/or
walking on hard floors. The proposed strategy may help reduce a daily dose
of exposure to the identified ergonomics
hazard consequently reducing potential risk of MSDs in the workplace.
4.Consider providing job-specific ergonomics awareness training to the
employees, teaching
them basic ergonomics principles; ergonomics hazard recognition;
recognition of signs and
symptoms of MSDs and importance of their early reporting; proper methods,
practices and
techniques as well as personal protection on the job. The proposed
strategy may help reduce the
risk and prevent potential MSDs in the workplace.
ergonomicos;
reportarlos
inmediatamente. La estrategia propuesta podria ayudar a reducir y
prevenir posibles MSDs en
el lugar del trabajo.
