employee was
working from the lowered Caterpiller 330C Excavator bucket positioned 7
feet from the
end of a 11 foot 8 inch deep excavation while cutting off the end of the
old 6 inch sewer
line, which is prohibited as described in the Equipment Manufacturers
Institute Safety
Manual for Hydraulic Excavators.
Among others, a feasible and acceptable method of abatement would be to
remove the
excavator bucket from the trench while employees are cutting or removing
old
pipe and
work from stable soil.e
