On or about August 19, 2010 during construction activities, the employer
allowed an employee
to be transported from one area of the job site to an equipment yard on a
city two lane street
approximately 0.5 miles.  The employee was riding in the cab area on the
inside left fender of
a New Holland Backhoe tractor.  Among other methods, one feasible and
acceptable abatement
method would be to comply with the Association of Equipment Manufactures
Safety Manual for
Operators and Mechanics of Hydraulic Backhoe/Loaders which states
"Warning: Your
Backhoe/Loader is a ONE PERSON machine, NEVER PERMIT RIDERS".
