General-duty citation text

29 CFR 1910.119(h)(3): Contract employer responsibilities pertaining to
contract
work being done on or near a covered process did not include the elements
specified
in 29 CFR 1910.119(h)(3)(i) through (v):
The employer does not ensure that each contract employee is trained in
work practices
necessary to safely perform his/her job, instructed in known fire,
explosion, or toxic
release hazards and applicable provisions of the emergency action plan.
Does not
document or maintains a record that each contract employee received and
understood
the training required. Does not assure that each contract employee
followes safety
rules including work practices, and does not advise contract employee of
any unique
hazards related to the work being done on or near a covered process.  This
exposes
Contract employees to possible fire, burn, and inhalation hazards in the
event of an
accident or explosion.  This violation occurred on or about October 25,
2010 at the
Woodward Iodine Corporation.
Pursuant to C.F.R. 1903.19, within ten (10) calendar days of the date of
this citation,
the employer must submit documentation showing that it is in compliance
with the
standard, regarding information pertaining contract employer
responsibilities.
The method of abatement is to comply with contract employer
responsibilities as
described in 29 CFR 1910.119(h)(3)(i)-(v).
