observed climbing on guardrails of a scissor lift in order to access a

approximately 27'10" high.  This exposed employees to the hazard of
falling.
A recognized and feasible means of abatement to correct this hazard is to
ensure that
employees stay within the boundaries of the guardrails and do not sit,
stand, or climb on the
guardrails in accordance with manufacturer's instructions.
