General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by hazards. On or about November 12, 2010, employees were operating a Cinncinati Straight-sided Shear, Model 2510, Serial #27310, located in the Storage Area, by a foot treadle that was not guarded from falling, moving objects, or unintended operations. This exposed the operator(s) to amputation hazards. A feasible means of abatement would be to follow the American National Standards Institute standard ANSI B11.4 - 2003 Shears," Safety Requirements for Shears, Section 6 Design and Construction as applicable.
