Section 5(a)1 of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: Employee(s) using only 1/2 ladder section of a 14 foot step ladder in the shop building were exposed to a fall hazard of approximately 13 feet - 6 inches. Employee(s) were climbing the 1/2 section of the step ladder to gain access or egress from the tractor trailer roof to repair small areas of the roof, to replace the entire roof, or to replace tractor trailer lights. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS TO FOLLOW ANSI A14.5-2000 FOR "AMERICAN NATIONAL STANDARD FOR LADDERS - PORTABLE REINFORCED PLASTIC - SAFETY REQUIREMENTS", WHICH REQUIRES BROKEN FIBERGLASS PORTABLE LADDERS TO BE MARKED AND REMOVED FROM SERVICE
