Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that:
(a)Employees handling refractory ceramic fiber and performing work such as
mixing
and gluing, were exposed to harmful levels of airborne refractory ceramic
fiber
measured as high as 0.87 fibers per cubic centimeter of air and were
exposed to
the hazards of lung cancer, mesothelioma, and other adverse respiratory
health
effects including irritation and compromised pulmonary function.
Feasible methods of control include, but are not limited to, 1) Provide
dedicated
make-up air sources for the air exhausted by local exhaust ventilation
systems in
both the mixing platform area and the finishing/glue room.  2) Replace the
undersized exhaust duct in the mixing platform local exhaust ventilation
system
with a larger diameter duct.  3) Improve local exhaust ventilation at the
mixers
and at the gluing stations.  4)Improve general housekeeping.  5) Prohibit
use of
any compressed air for cleaning.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
