Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees: Employees were
exposed to burn hazards during the grinding (milling) of titanium metal
swarf. The milling tank
was not grounded.
On or about 12/22/2010, employees were exposed to burn hazards as the
result of
grinding operation of titanium metal swarf in a milling tank that was
neither grounded
nor bonded. The National Fire Protection Association(NFPA) 484, Standard
for
Combustible Metals, 2009 Edition 10.7.10 requires that all metal objects
or
equipments
used to process titanium be electrically bonded and grounded to prevent
accumulation of
static electricity.
ONE METHOD OF ABATEMENT TO CORRECT THIS APPARENT HAZARD IS TO
FOLLOW THE REQUIREMENT OF NFPA 484, STANDARD FOR COMBUSTIBLE
METALS, 2009 EDITION, CHAPTER 10, NO.10.7.10 THAT STATES" ALL METAL
OBJECTS OR EQUIPMENT USED TO PROCESS TITANIUM SHALL BE ELECTRICALLY
BONDED AND GROUNDED TO PREVENT ACCUMULATION OF STATIC
ELECTRICITY"
