Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a)At the front entrance of the Royal Orchid Hotel Guam, 626 Pale San Vitores Road, Tumon, Guam, an employee was working from the manually propelled mobile scaffold which was located in the hotel driveway and could be knocked over or bumped by vehicular traffic. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD IS TO BLOCK THE DRIVEWAY AND PREVENT VEHICLES FROM ENTERING WHILE EMPLOYEES ARE ON THE SCAFFOLDING.
