Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of being struck by falling equipment:
a)  On 02/11/2011, a scraping task for the metal catwalk of a Manitowac
888/999 Crane was in process at the yard of the Tampa Shop facility.  The
catwalk was positioned on cribbing so that an employee could remove the
metal grading and perform partial cuts to the legs of the frame.  Once the
employee made the fourth cut to one of the legs, part of the frame fell
over
causing injuries to the employee. The frame/catwalk had not been adequately
braced or supported while the equipment was being cut for recycling.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
would be to develop and implement specific procedures to ensure that
equipment being
scraped is positively secured in a manner that will prevent movement or
falling.  The specific
procedures must be clearly communicated to employees and the use of the
specific
procedures must be strictly enforced.
