29 CFR 1910.132(f)(1)(i) The employer shall provide training to each employee who is required by this section to use PPE. Each such employee shall be trained to know at least the following (i) When PPE is necessary: (a) In training on the proper use of PPE in situations where contact with electrical power or conductors is possible, the employer's Field Practices Safety Manual, SectionC.21 - Insulated Electrical Gloves, uses the term "should" (which connotes a recommended action) in place of the term "shall" (which conneotes a required action), in its description of when insulated gloves are to be worn for certain activities, including wreck-out.
