29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules,and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: a) At the Jacobson Companies facility in Obetz, Ohio the lockout procedures for clearing out film jams on Can line 3 and can line 8 did not have employees remove power to the equipment when clearing jams, and instead relied on the use of a safety interlock. b) At the Jacobson Companies facility in Obetz, Ohio the lockout procedures that were developed for the Line 3 Can Line Packaging mod. did not clearly and specifically state the procedural steps for removing all hazardous energies from the machine. The procedures developed did not state how to remove the pnuematic energy from the machine or what steps to take to address the heat from the oven used to shrink the packaging. c) At the Jacobson Compainies facility in Obetz, Ohio the lockout procedures that were developed for the Nordson pro blue L5 glue system did not clearly and specifically state the procedural steps for removing all hazardous energies from the machine. The procedures developed did not state how to remove the pnuematic energy from the machine.
