(a)  An employee conducting EIFS operations from a canopy was not protected from falling to the lower level. This exposed employees to a fall hazard of approximately 12 feet.

29 CFR 1926.1051(a):     A stairway or ladder shall be provided at all personnel points of access where there is a break inelevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided.      (a)  A ladder was not provided for access to the canopy area where an employee was conducting EIFS work. The employee was climbing out of a scissors lift over the top rail to access his work area. This exposed the employee to a fall hazard of approximately 12 feet.
