29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them: a) Masterpiece Roofing, 5261 East 119th Court, Thornton, CO: The controlling employer in charge of the jobsite had not ensured that the designated competent person identified and corrected fall hazards associated with residential roofing work. On or about October 19th, 2011, the sub-contractors employees were permitted to work on a 5/12 pitch roof without appropriate fall protection. Condition exposed employees to a fall hazard of approximately 15 feet.
