Seat belts are a component part of an operator restraint system that is designed to reduce the incidence and severity of injuries to the operator in the event of a tipover accident.

29 CFR 1926.601(b)(14): All vehicles in use were not checked at the beginning of each shift to assure that the following parts, equipment, and accessories were in safe operating condition and free of apparent damage which could cause failure while in use: service brakes, including trailer brake connections; parking system (hand brake); emergency stopping system (brakes); tires; horn; steering mechanism; coupling devices; seat belts; operating controls; and safety devices.    (a) At the project site, a Case 580 backhoe was in service and being utilized without a horn. The backhoe was used to grade the soil and to remove piles of soil. Employees were exposed to the hazard of being struck by the backhoe.
