29 CFR 1910.134(c)(1):  In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use:    A written Respiratory Protection Program was not developed for employees required to wear 1/2 mask, negative-pressure respirators while performing tasks including target area clean-up.

29 CFR 1910.1025(h)(1):  All surfaces shall be maintained as free as practicable of accumulations of lead:    A wipe sample taken from the working table at the pellet-making operation on 12/05/2011 showed lead in excess of the Housing and Urban Development (HUD) clearance limit.  The HUD clearance limit is 0.22 micrograms/cm2.  The level of lead on the working table was 2.26 micrograms/cm2.

29 CFR 1910.1025(h)(2)(ii):  Shoveling, dry or wet sweeping, and brushing may be used only where vacuuming or other equally effective methods have been tried and found not to be effective:    Firing range clean-up included sweeping with a broom and dust pan.

29 CFR 1910.1025(l)(1)(i):  Each employer who has a workplace in which there is a potential exposure to airborne lead at any level shall inform employees of the content of Appendices A and B of this regulation:    The information found in Appendices A and B of the lead standard was not provided to employees including but not limited to an employee installing/replacing parts in an air gun, and then test-firing the gun, who was exposed to lead at an 8-hour, time-weighted average of 6.08 micrograms/cubic meter; and, an employee performing the same operation, and in addition was responsible for cleaning the target area, who was exposed to lead at an 8-hour, time-weighted average of 24.69 micrograms/cubic meter.    Note: The permissible 8-hour time-weighed average for exposure to lead is 50.0 micrograms/cubic meter; the action level is 30.0 micrograms/cubic meter.

29 CFR 1910.1200(e)(1):  Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met:    There was no written Hazard Communication program developed for the employees exposed to hazardous chemicals in their work envirnonment including but not limited to lead and non-flammable compressed gases.
