29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure: Ruben Rodriguez, at 300 Marion Street, Denver, CO: On 11/15/11, Ruben Rodriguez did not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels was protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure. Ruben Rodriguez was replacing a two story tall home's roof. Approximate height was eleven feet six inches above ground level at the first floor roof edge. Approximate height was twenty one feet above ground level at the second floor roof edge. Employees were not protected by a guardrail system, safety net system, or personal fall arrest system. This condition exposed five employees to fall hazards.
