29 CFR 1910.147(c)(1): The employer did not establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative         As of 12/05/2011, the employer failed to establish a program for the control of hazardous energy at the facility.  Employees service equipment such as, but not limited to: the grain and corn dryer and feed corn mixers.         NOTE: A COMPREHENSIVE ENERGY CONTROL PROGRAM NEEDS TO INCLUDE THE FOLLOWING,       a.  A written program outlining the purpose, scope, rules, and techniques utilized to control hazardous energy.      b.  Specific procedural steps for isolating, blocking, and securing machines or equipment to control hazardous energy.       c. Individual lockout devices or tag out devices (e.g.: the placement, removal, transfer of locks).       d. Documented employee training (both for authorized employees and affected employees).
