29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. a) Located along various front roof areas of the residential structure employees were observed performing roofing associated operations on 9 in 12 to 12 in 12 steep pitched roofs without conventional fall protevtion devices systems and were exposed to fall potentials in excess of 13'.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: a) Located along various areas of the steep sloped residential roof structure employees observed without conventional fall protection performing roofing asssociated work activities on a roof with unprotected sides or edges who were not trained or knowledgeable of the procedures or regulations to minimize those hazards.
