OSH ACT of 1970 Section (5)(a)(1):  Cargo handling operations shall not be carried on when noise-producing, maintenance, construction or repair work interferes with the communication of warnings or instructions.     Sea Star Stevedore (Tote C-Yard Shorty Row):  On or about 1/24/2012, an employee was working on repairing frozen brakes in the C-Yard when a driver of a Marine Terminal vehicle in the row adjacent to the employee "stuffed" a trailer with a rolox; exposing the employee to caught between hazards.  The employee who was caught between the vehicles did not have communication with the driver of the vehicle "stuffing the rolox gear on the adjacent trailer.
