Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm such as struck-by hazards when cutting and removing damaged material from the inner opening of slit metal coils. (a) California Expanded Metal Products Co. dba CEMCO at 490 Osage St, Denver, CO 80204: On and before February 15, 2012, the employer did not ensure that employees were protected from being struck by slit metal coils when cutting and removing damaged material from the inner opening of the coils. The coils are placed on the work floor with the narrow side up. Employees place their bodies to either side of the coil, and then reach into the center of the coil to cut the damaged section from the core. This condition exposes employees to being struck by metal coils that weigh up to 6,000 pounds each in the event a coil tips over. Feasible abatement methods include, but are not limited to: A feasible method to prevent this struck-by hazard is to use a cage-like structure or mechanical device that is placed over the metal coils when the coils are placed narrow side up on the work floor. This protective device would prevent the coils from tipping over. Employees can cut and remove the damaged sections of the core without being exposed to a struck by hazard. Another feasible method is to place the metal coils horizontally on the work floor (meaning do not stand the slit metal coils with the narrow side up). This prevents employees from being exposed to a struck-by hazard due to the coils not being able to tip over. Another feasible method is if the slit metal coils are placed narrow side up on the work floor, employees use a cutting device with a handle long enough that allows the employees to perform the task at a safe distance away from the coil in case the coil were to tip over.
