29 CFR 1910.23(e)(2):     The stair railing was less than 30 inches from upper surface of top rail to surface of tread in line with face of riser at forward edge of tread:    a) Taylor Building Basement- On or about 02/24/12, employees were required to use stair railings that were below   (15 inches) the minimum vertical height of 30 inches. Employees were exposed to a fall hazard.    b) Ogden Building Basement- On or about 02/24/12, employees were required to use stair railings that were below   (15 inches) the minimum vertical height of 30 inches. Employees were exposed to a fall hazard.    c) Damen Penthouse Near Entrance- On or about 02/24/12, employees were required to use stair railings that were below (15 inches) the minimum vertical height of 30 inches. Employees were exposed to a fall hazard.    d) Damen Penthouse Center High Stairs- On or about 02/24/12, employees were required to use stair railings that were below (15 inches) the minimum vertical height of 30 inches.
