29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail: On February 23, 2012, at the Pleasure Pier, Galveston, TX, the Bubba Gump building, employees were using the permanent stairs to travel different levels of the building which did not employ handrails. Note: 29 CFR 1926.1052(c)(7) applies when the top edge of a stairrail system also serves as a handrail.

29 CFR 1926.1053(b)(4): Ladders shall be used only for the purpose for which they were designed. On February 23, 2012, at 2501 Seawall Blvd., Galveston, TX, the Bubba Gump building, employees were exposed to fall hazards when using a locking, A-frame ladder, to conduct framing operations, with it leaning against the wall.
