The employer did not develop a written hazard communication program to ensure material safety data sheets availability and portable containers identity labeling when products were used and/or handled during the following operations:       a. At the tire shop area. Employees used and/or handled H-7 Industrial Cleaner/Degreaser product during tire repair operations.        b. At maintenance shop area. Employees used and/or handled compressed gases such as oxygen and acetylene during trucks' chassis repair/welding operations.       c. At maintenance shop area. Employees used and/or handled Lincoln Electric welding rods compressed during trucks' chassis repair/welding/cutting operations.      NOTE 1:  Marine Express, Inc. was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard which was contained in OSHA Inspection Number 306194614, Citation Number 1, Item Number 1(a), Issued on 06/08/2009, with respect to a workplace located at Mayaguez Pier, Mayaguez, PR.      NOTE 2:  Certification and documentation of abatement are not required for this citation item since it was submitted prior to citation issuance.
