29 CFR 1910.253(b)(4)(iii): Oxygen cylinders in storage shall be separated from fuel-gas cylinders or combustible materials (especially oil or grease), a minimum distance of 20 feet (6.1 m) or by a noncombustible barrier at least 5 feet (1.5 m) high having a fire-resistance rating of at least one-half hour. In the Welding building, in the area known as J-4, employees were exposed to fire and explosion hazards in that two oxygen cylinders were stored next to a flammable gas cylinder (Acetylene). 29 CFR 1903.19(d)(1) abatement of the above violation was verified at time of inspection, no certification is required.

29 CFR 1910.178(q)(7): Industrial trucks shall be examined before being placed in service, and shall not be placed in service if the examination shows any condition adversely affecting the safety of the vehicle. Such examination shall be made at least daily. Where industrial trucks are used on a round-the-clock basis, they shall be examined after each shift. Defects when found shall be immediately reported and corrected. The employees at the facility were not provided with instructions/procedures to examine the forklifts prior to operating them daily. 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is complete.
